Research On Policy Optimization Of Wuhan Design Capital Based On Text Analysis

"Design city" is one of the seven thematic categories of the third cultural flagship project "creative city network" of UNESCO,which emphasizes the outstanding influence of design on urban cultural protection,industrial development and creative city construction.In the era of innovative economy,design has become an important strategic choice for all countries.Adhering to the development of creative design and the construction of creative cities has become an important direction for the development of cities.At present,the construction of Wuhan design capital is faced with some problems,such as the weak foundation of design industry,the urgent need to improve the design talent system,and the lack of design atmosphere.In this context,it is of great theoretical and practical significance to sort out the relevant policies of Wuhan design capital and comprehensively analyze the policy text and explore the possible problems in the current policies,so as to formulate and optimize the relevant policies of Wuhan Design Capital in the future and better guide the practice.On the basis of literature review and related concept research,the six elements of the construction of the design capital are defined,which can be used as an important reference to examine the development of the design capital.From the perspective of historical evolution,this paper divides and analyzes the stages of policy,and clarifies the main evolution characteristics of each stage.Then,based on the policy text of Wuhan design capital,the paper constructs a two-dimensional analysis framework,that is,the dimension of policy elements-the dimension of policy tools.The dimension of policy elements mainly includes policy content,main body and types of policy documents,mainly using statistical analysis methods for research;the dimension of policy tools mainly uses three policy tools proposed by Rothwell and Zegveld:supply type,demand type and environment type.Based on the selection of policy texts,the definition,coding and statistics of policy text units are carried out to Qualitative and quantitative analysis of the policy text.Through the above research,the main conclusions are as follows:(1)the dimension of policy elements:the main problems are the imbalance of policy content focus,the single main body of policy issuing,and the weak guidance and operability of policy;(2)the dimension of policy tools mainly includes the problems of insufficient use of supply-oriented policy tools,the absence of demand-oriented policy tools,and the overall weakness of environment-oriented policy tools question.Finally,according to the construction elements of design capital and related theories,the following suggestions are put forward for the policy-making of Wuhan Design Capital:in terms of the dimension of policy elements,the policy content should tend to the "soft environment"construction of design capital;promote the diversification of policy-making subjects,emphasize the social participation of multiple departments and groups;improve the types of policy documents and promote the implementation of policy;in the dimension of policy tools,we should strengthen the rational use of policy tools,strengthen the supply-oriented,improve the demand-oriented and strengthen the environmental policy tools.
