The European education style is the centre of the American's, this can be found in the overall educational history. Until nowadays, it has great effect on the music education such as the posing importance on the western music and performance and ignoring the American domestic ones and other's in the historical and valuable aspect since the 1838 when the emerging German and Austrian Philosophy and relative educational methodology. In the rest of the world, especially the colonial nations, however, does exists this phenomenon. Along with the multi developments in society, culture, politics, economy, and population, the requirement of cultural variability was brought out in many areas including the education. The establishment of the multi cultural value eliminates prejudices in culture, society, politics, and then adjust to the American social development. Therefore, the multiculture based music education came into being. It is very necessary to construct the philosophical basis of the musical curriculum and study the characteristic of the world music education in colleges, this way, the novel education ideology will be widely accepted all over the world. The methodology and the reason of curriculum foundation is a critical problem to be solved in academic and educational fields.In this thesis, world music education investigation of the University of North Illinois (NIU) is the case being used to study the philosophy foundation. Comprise of 1) definition and content of the thesis is found according to the quantity of technical references reading and researching and 2) the development of the American multi education in history and 3) elaboration of the philosophy foundation based on the multi cultural aspect and 4) introduction of the development theoretical and practical base of the world music curriculum, text book, class evaluation and so on of NIU and 5) the characteristic of the curriculum in NIU, and its social, cultural and political theory. Finally, the advices and challenges are provided in order to enhance the philosophical foundation and relative theories, and this is the critical basis of the multi culturalrism nowadays and in future.
