Discourse On The Care Of Institutional Ethics For Vulnerable Groups

Vulnerable groups are special populations which require double care and institutional protection.How to take care of vulnerable groups in ethical perspective, and how to construct modern ethic system of care which match the main idea of justice and aimed at achieving common prosperity, is a theoretical issue but also a practical issue in our academic circles and public that need us to pay attention to and discuss further in.Vulnerable groups,including the weak caused by congenital physiological defect or acquired disposition and the population that is disadvantaged in society distribution,possession of resources,the right to speak on politics,etc.,which is continuous,it is not easy to change their situation by themselves.Along with the developing of society, the quantity of vulnerable groups will incessantly increase, and their disadvantages will be even increase too.It is extremely urgent to solve the problems of this population by implement care of institutional ethics.Care of institutional ethics is the dialectical combination of institutional ethics and ethical care.To solve the ethical problems,it provides a ethical environment created by institution and a care system filled with cultural implication.As a result, the solving of ethical problems will be supported and adjusted by the institution, and protected by the value of care simultaneously. The ethical behaviors of human being not only need institution to control and adjust,but also need social guidance as purpose to stimulate and enhance.The developing of ethical consciousness and the following of ethical rules must and should be institutionally guide on the basis of moralization, so that the ethic of public will be taken effective care of institutional ethics consciously.We need to adhere to the people-oriented principle, the principle of benevolence and the principle of justice for the caring of institutional ethics for vulnerable groups,specifically, the fundamental political rights of vulnerable groups should be protected,the economic relief should be implemented, their personal dignity should be respected.Care of institutional ethics requires a more impartial institution established by the government, in which vulnerable groups will be treat equally without discrimination,it also requires humanitarian spiritual needs,expect their basic needs.Our country and society should encourage them for their self-improvement and self-reliance, implement institutions without any discrimination and prejudice, meanwhile vulnerable groups should make their own effort to change their weak situation,to build a harmonious society, to consolidate the party’s ruling status and to lead the masses to achieve common prosperity.
