This paper mainly analyses the resettlement policy of Kennedy Administration towards Cuban refugees and the effect of the policy. It discusses the background of the resettlement policy , the factors that the decisions were made, the effect of resettlement policy on both Americans and Cubans.The foreword introduces the situation of current research about the Cuban refugees. It introduces the research approach and goal of this paper, defines and explains some main concepts.This paper is made of three parts:Part One views the raise of Cuban refugees wave and their characteristic and the Containment and Resettlement policy of Eisenhower Administration towards Cuba.Part Two analyses the different resettlement policy after the Pig Bay Invasion, using history materials to describe the process of the resettlement.Part Three talks about the effect of the resettlement policy on American refugee policy and the Cubans.The conclusion summarizes briefly the full paper, and draws some views on refugee resettlement policy of Kennedy Administration:Whether the Cuban refugee would be welcomed by the U.S. government depends largely on the cultural quality of the refugees; the U.S. refugee policy would be affected by Ideology and the Domestic interest; America and the Cubans both benefits from the Resettlement Policy of Kennedy Administration.
