Nationalist Government During Relief And Resettlement Activities For Refugees Dynasty

Japanese imperialism was warring to Chinese which resulted in a serious refugee problem. Millions of Chinese refugees stepped in the west district of China, which brought the great stress to the national government. The refugee problems became the main subjects of the researchers, including how the government treated the refugees, what measures could be carried out to save the refugees, etc. At present, the refugee problems are increasingly in internationalization. This year is the 60 anniversary of Chinese win Japanese in the war. The topic of this article can take us to review the history and has an important practical significance. The current work includes 3 parts.The first part discussed the refugee's definition, amount, constitutes, migrating direction and characters. During the war of Chinese resisting Japanese, the refugees were a special group which had large populations and complexity. There were two distinguished refugee damps at that time. The author collected some data and had further investigation and analysis.The second part discussed the governments proposed and carried out some measures in order to stabilize the social system and strengthen the confidence to win Japanese. The government confirmed the direction of saving, organizing and training the refugees on the basis of military fairs. Some organizations were built to save the refugees, then the national saving refugee system on the basis of relief committee. Some positive policies were constituted and confirmed, including investigation, transportation, asylum, accommodation, epidemic prevention, repatriate, etc. The third part remarked on the measures the government constituted to the refugees, focusing on the efficiency and the limitation. The saving and allocating the refugees measures carried out by the government were generally efficient and played a positive effect on maintaining the social stability, promoting the productivity, and supporting the enduring resisting power. However, the relief and nestle measures were still limited because of the lack of sufficient materials, the administration difficulty and the serious bureaucrat corruption.
