A Study On The Work Of Relief And Rehabilitation In HuBei Province After The Anti-Japanese War

After the Second World War,in order to help the countries,who had serious destoried in the war,to restore the wounds of war and to stabilize the social order,the United and British auspoces to establish the United Nations Relief and Rrhabilitation Administration(UNRRA),In China,the National Government set up the Exective Yuan Relief and Rehabilitation Adminitration(EYRRA).After then,EYRRA started the relief and rehabilitation in the severly damaged areas of China by use of UNRRA's supplies.The relief and rehabilitation administration set uo a assistant in HuBei in Noverber1945,to carry out the relief and rehabilitation in HuBei region.Its activies stabilized the social order,but in the current situation of the civil war,the outcome of the relief and rehabilitation had been greatly reduced.This article is dicided into four sections:The first part describes the origin and institutions of the relief and rehabitation established.briefly introduce the establishment of the UNRRA,EYRRA and the general survey of the disaster in HuBei after the Anti-Japanese War.analyzes the establishment,organization,staffing,the orinciples of the relief and rehabilitation and the srorage and transportation of materials.The second chapter elabrorate the specific implementation of the relief and rehabilitation which carried out by the HuBei regional office.The whole work in HuBei include two parts,one is relief;another is rehabilitation.Its mian work is relief that contains urgent relief,special relief and refugee relief which is in order to provide relief for refguees to return home.before September1946,and afer September1946,its work focused on rehabilitation including agriculture,pharmaceutical industry and mining.The third chapter specifically describes the relief and rehabilitation in the central plains liberated area.by the post-war domestic political situation affect,the work in the central plains liberated area had meet so mary difficults that the KTM discriminate the central plains,obstruct it get equity relief.and in another way the Communist Party tried their best to get more reliefs.So that,in the central plains of jiefang district's relief and rehabilitation process,appear all the power game.Because in the HuBei regional office,there hsa a number of progressive democrats and underground Communists to help the central jiefang District that make it receive relatively more material.And it also make an important contribution to the victory of central plains.The fourth chapter is to analyzes the achievements and its administrative efficiency assessment that the relief and rehabilitation carried out by HuBei regional office.Its activity has relieve a large number of victims,and has laid certain foundation for the HuBei economic recovery.But in another side,the domestic political and militaty situation coupled with the lack of materials and other objective factors,make the achievements discount.In this case,the best way is based on the HuBei regional office itself,to analysis it administrative effiviency,which perhaps meaningful for our society.
