A Study On The Work Of Relief And Rehabilitation After The Anti-Japanese War By The EYRRA

The Anti-Japanese war lasting eight years had brought serious calamity to China. In order to cure the wound of the war and resume the social normal order, the National Government set up the Executive Yuan Relief and Rehabilitation Administration (EYRRA) with the aids of the UNRRA in January, 1945.According to the EYRRA's laws and the basic agreements which the National Government singed with the UNRRA, the EYRRA had dual identifications: in the world, it was executive body of the business which the UNRRA carried out in China and was responsible for receiving and distributing the goods and materials from the UNRRA: at home, as the subordinate organization of the Executive Yuan, it shouldered responsibility for establishing the relief and rehabilitation organizations ,making the polices and supervising their business.The EYRRA emerged in the later of the Anti-Japanese war. At that time, the Anti-Fascist war of the world had not been won and China was still in arduous war of resistance stage, thus, at the beginning, the business of relief and rehabilitation had been opened practically. In August of 1945,the Anti-Japanese war was made the final victory completely, the EYRRA set up 15 administrations in the recovered area immediately. From then on, the extensive relief and rehabilitation work began formally in China. During the whole period of relief and rehabilitation, the EYRRA had maken a series of methods and carried out a whole set of activities. The whole work was divided into two stages: before September of 1946, the EYRRA was engaged in repatriating, health caring, housing and curbing inflation, etc. After September, its work had focused on constructions of water conservancy works, traffic, industry and mining. The EYRRA had made positive contributions for the reconstruction ofeconomy, recovery of social order and delivery of thousands of people. However, along with the Kuo Min Tang authorities starting the civil war, what the EYRRA had done had been ruined.What the EYRRA had done give us some beneficial experience for rebuilding after disasters.
