Paper-cut, as a kind of ancient and common folk art in China, has been drenched in all aspects of people's lives with its high adaptability not only in the north cold lands but also in the south misty and rainy areas. In Xiaogan areas, people tend to observe a woman's paper-cut pattern and take it as a very important standard to judge her clever or not. As a folk art form deeply rooted in the local place, Xiaogan paper cutting is regaining its shine. Although it has experienced booms and busts in the histoiy, it has become a "name card" of Xiaogan in the process of creating the Filial piety culture city.As paper-cut is such a popular folk art and most of the energy in paper cutting studies focused on technology and function level, I will look initially at the transformation the paper-cut goes from a common thing in the daily life to a local cultural symbol and what role the paper-cut artist has played during the process. The first chapter mainly discusses the purpose and significance of this paper. In this part, I discuss the cause and meaning of selecting title by describing an interesting experience of my own which reflects the puzzlement and problems in my filed work. On that basis, I bring forward the issue that will be studied in this paper by reviewing the literatures. The second and third parts are the main body of the article. The basic situation of Xiaogan, especially about filial piety culture history has been first introduced. After that, I will focus on paper-cut's culture and its relationship with filial piety culture by documentation and formation according to my field work.As the turning point of entire articles, chapter two will use filial piety culture city making as a point to elaborate the social background of Xiaogan paper cutting's renaissance. Then I turn to think about the change of paper-cut in the new social background. The third chapter, based on the above, will focus on the artists'perceptions and behaviors and changes by representing their personal life histories. In the final part of conclusion, I provide my advice on the problem of preface and first three chapters. Speaking specifically, the main topic is about the historical evolution of the filial piety culture connotation, how the paper-cut transforms to the cultural symbols which once was just a utility, and how performing artists who are related with personal life change into the professional artists and reveal the local culture. All these will show the connotation and meaning of Xiao Culture by analyzing the local paper cutting.
