Shaanxi Provincial Forestry Bureau (1934-1938)

Given that the weak forestry, central government have set up and improved the forestry institutions, enacted forestry legislation, carryied out forestry education, learned and introduced western advanced forestry technology, human resources since the Republic of China.All of this lays the basis for the development of forestry in china. In April1927. after the Nanjing national government was set. the forestry agency was adjusted inherited, and the government developed previous forestry policies, regulations, etc. Meanwhile, since the1930s, the development of the Northwest has become increasingly massive, the National Government have proposed some proposals of Northwest exploitation, in which there were some forestry development proposals. In addition, since the Republic of China, people of insights and forestry scholars put forward many ideas of developing forestry. Many forestry scientists who returned from abroad posed the idea of revitalization of the Chinese forestry in accordance with the actual situation of the country. Shaanxi Province Forestry Bureau was set up in this social context.In1934, Shaanxi Province Forestry Bureau was set up, forestry bureau designated the funds, hired a group of forestry experts to research concentrately forestation program and implementation options for the purpose of "seeking the development of the province's forestry". Since then, Shaanxi province forestry has have fundamental development. But so far, academic circles has little studied forestry Bureau of Shaanxi Province, in general materials, the reaserch has just been mentioned from a macro perspective of the entire forestry agencies. In particular.there is almost no study of the Shaanxi Province Forestry Bureau itself, and an article to introduce completely the institution.This article is divided into three parts of introduction, body, conclusion. In the section of introduction, we outline current research status of forestry policy in academia and research methods, features and ideas. Chapter one. we introduce the historical backgrounds of established, including the domestic backgrounds and situations in the province. Chapter two, we describe that Shaanxi Province Forestry Bureau is how to establish and operate, focusing on analyzing composition and nature of the staff of the Forestry. Chapter three, we introduce main business of the Shaanxi Province Forestry Bureau, including that the Bureau formulated forestry laws, guided the province's afforestation, carried out forestry surveys and research, published forestry publications, established forestry police, instructed establishment of forest communities in six areas and etc. Chapter four, we evaluate on operational role of Shaanxi province Forestry Bureau, and analyze the limitations in the development of the Forestry Bureau. In the section of conclusion we again give a comprehensive outline for investigation of the Forestry Bureau.This paper argues that the Forestry Bureau acted as the highest forestry administrative agencie at that time based itself on the province.overcome many difficulties, started work from several areas, and made an important contribution to the modernization of the Shaanxi Provincial Forestry. However, Shaanxi Province Forestry Bureau always is limited on money and staff in the development process due to influence of social environment, which brings about serious impact on normal operations of the Forestry Bureau.It is an important and difficult task for Chinese people to strengthen ecological construction, develop modern forestry and promote ecological civilization in the21st century. An important aspect of completing the task is to carefully study and learn from the experiences and lessons of historical forestry sectors, forest policy, especially forestry institutions and their policies in modern time. Only in this way, can we conform to the needs of social development, achieve sustainable development of forestry in China.
