City, as a subnational government, has been playing an increasingly active role in international community due to an era of globalization with various international actors. City diplomacy itself, is not only a new diplomatic term, but represents the future trend of foreign affairs. This paper defines city diplomacy as the process during which city leverages different diplomatic resources to seek its overall interest within the framework of country's comprehensive diplomacy. The driving force of city diplomacy is threefold: the city's local interest, national interest and global interest, meanwhile, the degree of internationalization of the city and the nation and the maturity of the global system determine the extent of city's involvement in international affairs.Shanghai, ever since it opened port in 1843, has changes its role from"Farâ€eastern Parris"to the window for China to the outside world to an international metropolis, the city diplomacy of which also showed different forms as city interest change. A review and analysis of this pattern evolution is the prerequisite for a better understanding of contemporary city diplomacy. Shanghai held the World Expo in 2010, crowned as"Olympics in economics". In this case, the three important actors of Shanghai city diplomacy, city leaders, government institutions and the citizens, carried out city diplomacy for the World Expo via diversified forms, finally making the case a classic. Therefore, It is of important reference for other cities by conducting a thorough research on city diplomacy during the World Expo . |
