Since EU firstly published its Europe Security Strategy in 2003, it has been actively developing strategic partnerships with key states of the world under the report's principles, with a aim to establish a world order based on effective multilateralism.Up to now,ten strategic partnerships have been established. However, for those partnerships,they are niether the same in established ways and stages, nor the same in importantance, as well as their legal status.The core purpose of EU to develop strategic partnerships is at the service of its strategic objective of shaping an effective multilateralism international order.While great acheivements have been made, there are also a great many problems followed.Hence,EU needs continuing to make great efforts to make its strategic partnerships more effective.
