This new migration law attempted to curb the pouring of illegal immigration through approaches such as sanctions against employers to use illegal immigrants, giving permanent residency for the present illegal immigrants within the territory, drawing new regulations on importing temporary workers and strengthening border inspections. Not only did the new Act failed to curb new immigrants, it reduced the average salary level of US's blue collar worker as well, which leads to the emergence of forgery trading market and the spread of illegal immigrants within US. Consequently, the chain reaction of illegal immigrants takes place with women and children immigrants on the rise. The root of the unceasing illegal immigrant lies in the demand of labors in US's market. The legal loophole of the new Act and some corrupted implementation also counts for its failure.
