Research On The Entry Control System Of Illegal Immigrants In My Country's Airports And Ports

From the reform and opening up,with the rapid development of national strength,China's international status has also undergone great changes.Now,with the gradual promotion of the Belt and Road National Strategy,reform entering critical stage,China has become the world's second largest economy after the United States,rapidly changing from a simple export immigration country to import-export two-way immigration and transiting countries,the enter-exit number continues to increase rapidly.On the one hand,international terrorism and transnational crime continue to spread,IRE(Illegal Entry,Residence and Employment)problem is becoming more and more serious;on the other hand,as the most convenient,efficient and concentrating passenger transport junction,airport board has the most prominent contradiction and great control pressure.Shanghai is a national center city and the world economic and financial center,Shanghai Pudong International Airport has become one of Chinese most complex,concentrated route flights and the largest passenger flowing airport,its airport board controlling contradictions are also the most prominent.Shanghai Airport Immigration Inspection is responsible for the frontier inspection of Shanghai Pudong International Airport.With the steady progress of the three-setting work after the establishment of NIA,the airport board control work has been improved,but there are still many shortcomings in terms of departmental setting,management mode and management effectiveness.This paper is divided into three parts: Firstly,determining the scope of illegal immigration and illegal immigration control,and their impact to China and the control difficulty.Combined with the theory of total quality management,expounding the necessary to control illegal immigration forward.Secondly,Take Shanghai Board Inspection Station as an example,expounding the current situation of illegal immigration control at Shanghai Pudong International Airport,the new situation and problems on control after the establishment of NIA,the control difficulties found during the outbreak of COVID-19;Analyzing their causes from legal system guarantee,institutional setting,law enforcement philosophy,crisis awareness and so on.Lastly,Learning the effective experience from the old developed countries in illegal immigration control,combined with the theory of system management and the author's work practice,this paper puts forward ideas and opinions on the effective control to illegal immigration in China.
