A Study On Chinese Government Car Reform From The View Of Constructing The Economizing Government

China has witnessed rapid economic development and high revenue increase since its reform and opening up. However, followed this trend come the climbing of the government's administrative costs and fiscal spending, in which the costs of official vehicles account for a large proportion, even more than China's military spending, and was on a rising trend. Being not commensurate with the atmosphere of building an economizing government, this situation has aroused wide attention and great public dissatisfaction. The party and government have also attached great importance. On March 25th,2011, the State Council held its fourth meeting on government integrity, deciding to carry out special treatment on official cars and losing no time implementing the reform on the management of official cars in China's state organs. The State Council will come up with the reform proposals this year and try them out in some departments. Different from the previous reforms on vehicles, the new round reform revealed the determination of the party and government to promote the situation of official cars. Thus, the problem about how to put this determination into action needs thinking deeply. Under this background, this paper first describes the concepts about the government car reform and economizing Government; then it analyzes the current situation about government car reform as well as the existing problems which mainly includes the lack of reform momentum, bureaucratic obstacles, insufficient system security, Imperfect public financial system and defective supervision mechanism. In view of these problems, the author put forward some corresponding measures and suggestions, such as building up economizing ideas, deepening the political reform, improving public financial budget system and the government procurement system, building sound supervision mechanism and learning from the advanced experience abroad. The author believes that under the strong leadership of the party and the government and with the active support and participation of people from all walks of life, our government car reform will continue to deepen, which will contribute to the establishment of an economizing government, the improvement of the government's image, the transformation of the government's functions and the promotion of the government's administrative efficiency.
