The establishment of economizing government is one of the most important aspects in founding the economizing society. But the meaning of construction of Economy Government is not only to construct Economy Society, getting into 21st century, the competition is abnormally keen, our government faces more and more new problem and also subjects larger pressure, above mentioned demand our government continuously carry on reformation and innovation, exalt self-management ability and creative ability in order to provide a more high-quality public service for citizen. But current government management system have many disadvantages, such as lavish,sastification, corruption, low efficiency etc, which increase the difficulty in the reform of our government. while the purpose of constructing Economy Government is trying hard to acquire the biggest income by lowest administration cost, meanwhile, and perfect various systems, exalt administration efficiency and provide the society with high quality public product and in the end to surmount the disadvantages such as lavish, ossification, corruption, low efficiency etc. in the government management system, and achieve the goal of strengthening the ability of government management and creation, which is agree with the direction of our country present reform. Establishing the economizing government which plays the crucial role in the social and economic development is the fundamental affair that all countries must face. The temporary Chinese government is confronted with many urgent affairs, such as, enhancing the self-construction, raising the level of the administrative management to generate the favorable environment of both inland and outland for the social and economic development, heightening the national comprehensive strength, building the harmonious society and so on. Under such background of the era, it has great realistic significance to establish the economizing government.Deeply analysis of the present waste problem and study on how to reduce administrative waste on the condition of providing effective public service is the first important affair for our government which has a high level of waste.
