The Informatization Of Zhengzhou's Social Security Prevention And Control System

Beginning with the background and significance of the informatization of China's social security prevention and control system, this article fully sums up its characteristics and principles, analyzes the status quo and locates the problems therein, and in the end makes some recommendations.This article consists of four parts besides the introduction.Part One is the introduction of the informatization of social security prevention and control system, which is about the concept, features, principles and meaning. Here the informatization of social security prevention and control system is defined as a system engineering, which involves applying modern information technology and communications to security prevention to realize the informatization, digitization, information sharing and systematic utilization of policing work, improve warning discovery, precision strikes and the emergency response ability, perfect social security prevention and control system, and better the control of complexity of social security situation.At present, our country is in the period of prominent social contradictions. Faced with these, the traditional security prevention and control system cannot meet the new demands the information society has for police work. Only by actively adapting to new challenges, accelerating informatization of public security prevention and control system, reforming and innovating police work mode, can the police system improve its comprehensive fighting abilities, which is also the inevitable choice of policing work modernization.Part Two introduces the status quo of Zhengzhou's informatization of social security prevention and control system. So far, Zhengzhou has made some achievements such as forming a good public security information network foundation, establishing a public security information technology system, preliminarily constructing information sharing platform, preliminarily forming informatization working mechanism.Part Three is about the inadequacies of Zhengzhou's informatization of social security prevention and control system, such as not fully exploiting the available information, not fully functioning the information facilities, the low level of information sharing mechanism, inadequate information operation mechanism, etc. The cause of the problem is, that some leaderships and the police lack establish the informatization awareness, that IT system construction standards are not uniform, that the police informatization personnel is inadequate, that the present police management mechanism lays behind, etc.Part Four proposes solutions to improve Zhengzhou's informatization of social security prevention and control system. At present, Zhengzhou's hardware construction has taken the basic shape in the informatization construction. To step onto a new level in construction, the author thinks that the key consists in the establishment of the concept of information domination, the application of video monitoring system and the improvement of the operational mechanism, increasing investment in the construction of information network, which includes:(a) developing the informatization awareness; (b) fully establishing the information's domination in informatization construction of social security prevention and control system; (c) perfecting operation mechanisms and strengthening safeguard mechanisms of crime prevention and control system; (d) powerfully promoting the construction and application of the urban alarm and monitoring system to improve the practical effectiveness; (e) increasing IT network input and promoting the information sharing level.
