A Case Study On The Organizational Operation Mechanism Of The Second Phase Of The Informatization Project Of The Sichuan Prison Administration

In recent years,with the popularization of prison informatization and the further advancement in this field,to meet the new standards,new requirements and to carry out new tasks of the Party Central Committee and the State Council on “deepening reform”,“streamlining administration and delegating power” and “government services”,governments at all levels and constituent departments are actively involved in the exploration and construction of government informatization,generating new ideas,new methods and new initiatives in the fields of cloud,Internet+,big data and information security.However,meanwhile,the informatization construction results seem incompatible with the actual business,and the information system fails to replace the traditional business processes.Such problems further expose the mismatch and incompatibility between the construction goals and the built system.Therefore,besides the once generally believed reasons that the technology research is not in-depth enough and the system implantation is not suitable,what deserves our attention should be how to control the construction goal,and how to make reasonable the communication mechanism,decision-making mechanism and feedback mechanism in the construction process.Undoubtedly,the communication,decision-making and feedback mechanism in the process of prison informatization construction is particularly important,and the organizational operation mechanism of informatization construction has become an urgent problem to be solved and a very necessary research topic.This paper,from the perspective of public management,selects the organizational operation mechanism of the second phase of the informatization project of the Sichuan Prison Administration as a case to study its communication,decision-making and feedback mechanism,and tries to summarize the experiences on organizational operation mechanism in informatization construction project by combining with the theory of public organization and other related theories.Thus,it is hoped that this paper may provide reference and help for the government and constituent departments with similar situations in informatization advancement.
