| Democracy is an important research topic in our political science. In the late 20th century, due to the inherent defects of representative democracy and the reality of globalization, representative democracy suffered an unprecedented challenge, deliberative democracy start coming into view as a new paradigm of democratic theory, and highly valued by domestic and foreign scholars, as one of the most important results of contemporary western political thought. Democratic valueand functions are the core content of deliberative democracy theory, take a research in the functions of deliberative democracy, not only tap the depth of deliberative democracy theory, but also expand the breadth of democratic theory. At present, China is in the crucial period of modernization, which experienced rapid economic developement, bacically stable political, salient social contradictions. Based on the drawbacks of China's social stability and the reality of the urgent need, the deeply study of the stabilization fuction of deliberative democracy, has a strong practical significance. Unfortunately, the national consultations on issues of democracy and social stability are rare, to make deep analysis of the double dimensions, combining theory and practice, is one of the few.Through literature, comparative research, investigation and other research methods, based on existing literature and research results in the theory of deliberative democracy at home and abroad, this paper try to find out the theory's stability function, on the basis of a complete comb-depth content analysis of deliberative democracy theory; by analysing China's existing resources under the social background, to reveal the space which the social stability function of deliberative democracy can play; finally, this paper combined the theory and practice, explore further consultation of the key to the functioning of democratic stability and try to construct "limited and progressive deliberative democracy system" in the context of Chinese society. This paper aims to provide a new thinking path, through deeply thinking of deliberative democracy and stability functions, to improve the system building of deliberative democracy and to maintain political and social stability.This paper argues that the method of holding stability of deliberative democracy, as a non-party competition model of democratic consultation, has broad appeal. Through deliberative democracy to achieve the target of political and social stability, there is no doubt to have a bright future, but in the context of China, it is hard to be completely strict accordance with the social science methods to promote deliberative democracy. In order to give full play to the stabilization fuction of deliberative democracy, we must limit and adjust the system accordingly, and consider constructing "limited and progressive deliberative democracy" system. Combination of deliberative democracy theory and China's specific national conditions, this paper propose the following ideas of system constructing:First, seek the support of the government elites at all levels actively, find the dynamic mechanism of deliberative democracy, in order to safeguard stability mechanism of deliberative democracy having a long-term, sustainable development. Second, uphold the core values of deliberative democracy theory, by choosing a number of institutionals suitable for China, promote the development of deliberative democracy in China. Third, we should make full use of the existing political and social system to achieve deliberative democracy seamless with the existing system of consultations and participations, in order to promote the system building of deliberative democracy. Deliberative democracy ushered in the unlimited opportunities and space under the backgroud of vigorously promoting the construction of political civilization and building a harmonious society. Once the central leadership attaches the importance, deliberative democracy will have a bright future. |
