Research On Problems And Countermeasures Of Grassroots Consultative Democracy Construction

Deliberative democracy means common democratic decision-making in the public decision-making and political life through dialogue,discussion and exchange between two or more parties in a free and equal environment.The process can foster civic values.Although the deliberative democracy theory comes from Europe and America in terms of discipline,it is internalized in the process of Chinese traditional culture and economic development.Currently,strengthening deliberative democracy is an important issue and content of the new period,especially further deepening on the report of the 19 th National Congress of the Communist Party of China,and to rise the theory to new level.Although the model of practice is enriched constantly in recent years,and deliberative democracy construction has obtained certain effect,it still remains lots of obstacles and difficulties at the grassroots,such as imperfect function localization and platform construction,superficial participation and acceptance,limited space and low-level institutionalization of grassroots.Briefly speaking,this paper aimes to study the goal of proposing ways of innovating political participation of grassroots.Therefore,this paper aims to resolve difficulties and difficulties in the process of grassroots deliberative democracy,to steadily promote the healthy and orderly development of deliberative democracy,to realize the function of grassroots deliberative democracy,and finally conclude effective ways to adapt to grassroots deliberative democracy by means of concluding effectinve and successful cases in the process of Taixing democracy practice.This paper is divided into four parts.The concrete structure of the paper is as follows: firstly,analysis the general situation of domestic and foreign deliberative democracy theory,and represent the innovation and deficiency of democratic deliberation.Secondly,analysis comparatively of the development of deliberative democracy between China and the western countries,and conclude the meaning,features,functions and five models of deliberative democracy at the grassroots level with Chinese characteristics,and summarize the value of the construction of deliberative democracy of grassroots at the same time.Then takes four deliberative democracy construction at the grass-roots level in Taixing as the main cases,namely the grassroots community consultation,collective bargaining and negotiation of local union,grassroots Chinese people's political consultative conference consultation and consultation led by the united front work department.This paper mainly summarizes from the achieved results,pritical meaning,and difficulties and problems remaining in the process;Thirdly,through in-depth and systematic analysis of the common points and consistency of the four consultation subjects,the paper summarizes the basic problems existing in the construction of grassroots deliberative democracy in China,and analyzes the deep causes for these problems.Finally,according to the four consultation subjects in the case,propose reasonable and feasible countermeasures respectively,and put forward specific and diversified practice modes to strengthen the construction of grassroots deliberative democracy,so as to solve various social contradictions,create a harmonious environment at the grassroots level,and constantly improve the mechanism for citizens to exercise their political rights.
