Study On The Phenomenon Of Leapfrog Petition In Henan Province

Leapfrog petition is a kind of social activity, which means that petitioner appeals to a higher level over the authority (including the same level party committee letters departments) through visiting or reflecting the original question to a higher level branch. Leapfrog petition is a non-normal but widespread social phenomenon. What's more, it's one of the letters activities that are difficult to deal with and have wide social impact and extremely complicated causes. Handling the problem of leapfrog petition not only helps to reduce the mass of petition letters and social operating costs, protect people's legitimate rights and interests, resolve social conflicts and disputes, ease social discontent and close between the party cadre, but also enhances the party's base, and promotes social harmony and stability.At present, China is in the process of rapid economic development and social system transition. With rapid economic development and the profound adjustment of interest's pattern, all kinds of social conflicts and disputes continue to come. "Petition peak" is an important factor of social harmony and stability, which is rising for many years and always at a high level. For more and more petitions, particularly leapfrog petition, people's resentment is smoldering due to travel back and the more burden. And primary sector complains incessantly due to the difficulty and the doubled administrative costs. In the same time, the higher authority is overwhelmed because of exceptionally heavy tasks. So how to resolve "problems" of leapfrog petition has become an important issue that causes the all departments and the community to ponder and explore.The author is in the work of the petition and disposal of problems from visitors for many years. For current new situation, new problems and new features of our province petitions, combining with actual work, the concept features of leapfrog petition and its social impact have been made a brief introduction in this paper. While this paper also gives a brief analysis of the situation and the causes of leapfrog petition in recent years. In addition, it introduced the experience in the disposal of leapfrog petition of Henan Province, and makes a brief summary of the main problems existing in disposing proceeds. Finally, taking the view of implementing scientific outlook of development and building a socialist harmonious society, and focusing on the theme of expressing social interest adjustment and the equality treatment of the subject petition, some suggestions on our province's leapfrog petition are analyzed in this paper. The purpose of our works standardize and improve the working mechanism and methods of petition work, and to further enhance the effectiveness and direction of the leapfrog petition problems.In short, this paper argues that in new period there are many reasons of the formation and long-term existence of leapfrog petition, but the main reason is the coming of reform and development. So disposing leapfrog petition should focus on expression adjustment of the interest imbalance caused by reform and the equal treatment of grassroots petition and leapfrog petition. Then it needs effort to resolve the contradiction caused by reform in the bud.While in the end to resolve leapfrog petition it still depends on establishing systems of social justice and relief channels authority that can solve lots of social conflicts and disputes of our country and province at this stage.
