A Study On Behavioural Logic And Governance Of Leapfrog Petitions

The "Measures for Further Regulating the Acceptance and Procedures of Public Complaints to Guide Visitors to Visit According to Law" have been officially applied from May 1st,2014.Since then,the National Public Complaints and Proposals Administration has generally stopped accepting direct visits and no longer supports the masses',leapfrog petitions.However,to date,the leapfrog petitions still exist,and it is necessary to face up to the huge hidden dangers and problems that they generate.The leapfrog petition is a special form of petition.Compared with the ordinary petition behaviour,it involves more concentrated matters,more repetitive visitors and more organised behaviours,and more complex appeals.Behind the "leapfrog" behaviour of the petitioners,there is a unique kind of behavioural logic to support them.Their behavioural motives stem from their awareness of rights,their redeemer ideology,and their distrust of their local governments.Their behavioural goals include self-identification,problem solving,high-level awareness,pressure on the grassroots and gaining benefits.Under the influence of special behavioural logic,the ways of their behaviours also have obvious specificity.These three interrelates and interacts with each other to shape the behaviours of the leapfrog petitioners.In addition to the behavioural logic of the petitioners themselves,the influence of objective factors should not be neglected.For example,the low level of law enforcement at the grassroots government,their conflicting interests on petition cases,the declined authority,the unbalanced rights and responsibilities,and also the highlighted contradictions in social transition period and other social factors such as demented tendencies led by network society.The governance of the leapfrog petitions is also testing the public management wisdom of all levels of government.This article pays attention to the special group of "leapfrog petitioners",takes petitions to the capital city as an entry point,tries to explore its internal behaviours logic by observing its external behaviours,and then provides some suggestions for the governance of "leapfrog petitions".This paper believes that the governance of leapfrog petitions requires "addressing both symptoms and root causes".The treatment to symptoms includes adjusting the function of public complaints,reducing the expectation of petitioners,reforming the public complaints assessment mechanism,and modifying the legislation to achieve hierarchical processing of public complaints.The treatment to root causes includes regulating government power,adjusting the distribution of social benefits,and smoothing other relief mechanisms.
