The Study On How The Township Government To Solve Problem Of Leapfrog Petition In Cuiping District Of Yibin

The petition system is an important part of democratic political system in our country,and has played a great role in term of comprehensive understanding of social conditions and public opinion,safeguarding the lawful rights and interests of the masses,maintaining the relations between the party and the masses as well as the cadres and the masses,upholding social harmony and stability.However,with the deepening of the reform,the continuous adjustment of the social structure,the profound changes in the pattern of interests,all kinds of deep-rooted social contradictions have been highlighted,mass petition activities become more and more frequent.Therefore,the petition pressure is increasing day by day,leapfrog petition has become an outstanding problem which is directly affecting the stable development of society.Township government is the most basic government agencies in China,directly facing the grassroots,the masses and social contradictions.It is the foothold of practicing the mass line,the key point of maintaining close ties with the masses as well as safeguarding the legitimate rights and interests of the people.So Township government plays an irreplaceable important role while settling leapfrog petition.However,due to some cadres and the masses’ideological awareness is not in place,the channel of petition is not smooth,the legacy issues are not effectively addressed,the performance capacity construction of village-level mass self-government organizations is not enough as well as the masses’ poor awareness of rights in accordance with the law,leading to the actual effect of solving leapfrog petition is not ideal.This article based on the method of solving leapfrog petition in Cupping district of Yibin City,the current management system as well as laws and regulations.Taking Cui Ping District as the research object.,combining with the theory of people’s democracy,hierarchical bureaucracy and other theories as well as how the Township government of Cupping district to deal with the problems and causes of leapfrog petition.Besides,doing deep research and exploration from three aspects:strengthen the management service capacity-building of township government,strengthen the performance ability construction of village-level mass self-government organizations,and enhancing the masses’awareness of carrying out petition and safeguarding rights according to law.Finally,it puts forward feasible suggestions for township government to solve the leapfrog petition.
