Study On Leapfrog Petition Under The View Of Governance

The petition system is a democratic political system with,which has the characteristics of gather democratic participation,administrative supervision and rights relief function in one mechanism.From its foundation,the petition system has played a huge role in close contact with the masses,ease social conflicts,protect the legitimate rights and the interests of the masses,maintain social harmony and stability.However, in recent years,with the deep?seated structural adjustment of interests,and also with the non?perfect laws and regulations,the irresponsible government agents,and the legal consciousness visits,the social conflicts are becoming increasingly complex and diversified.The forms of petition are diversion, the demands become more and more complication.The government burden caused by petition are becoming more and more.The petition system plays a more important role in the social government system,the negative impact on the region development is also increasing.Because of the disorder,fierce and extreme behavior,the leapfrog petition plays a more and more important role in the petition system.The leapfrog petition has seriously impact the social harmony and development.How to through changing and improving the social governance mechanism to solve the leapfrog petition problems, has become a difficult problem in front of the local government.Based on the new situations and new problems in the current petition work, this paper choose the situations of leapfrog petition of city R as the research object, through referencing the relevant theoretical research at home and abroad, and use the literature research method, case analysis method and comparative analysis method to introduce the related conceptions,features,influences and causes of the leapfrog petition.It summarizes the experiences of city R to deal with the leapfrog petition problems and also analyzes the shortage of city R in the practice of the leapfrog petition problems.City R through strengthening the construction of rule by law and improve the social atmosphere and the source of governance,strive to protect the people's livelihood and other means to effectively reduce the leapfrog petition appears.On the basis of summarizing the results and shortcomings of the management of the leapfrog petition in city R, this article holds that the comprehensive management of the leapfrog petition should not only highlight the legal visit, strengthen the publicity and education of the legal system, deepen the participation of the lawyers, standardize and perfect the policies and regulations,but also improve the social participation and the quality of the people.
