On Public Participation Of Administrative Planning In Tourism Industry

At the 1986, China added the tourism to"Seventh Five-Year"Plan, which achieved the transformation of the tourism from business to industry. Hence, all parts of the country paid more attention and focus to tourism planning (T.P.), and they actively brought various powers to be establishing development of various parts of T.P. T.P. is bases and premises of every tourism action, and it is a blue print of tourism development and advance. However, because of various cause, Chinese T.P. still stopped at the step of government controlling and ignored the rights and benefits that the public should obtain, in many years of tourism developing. Through the concept of market economic and right protection were advanced, rights and benefits that were ignored were understood by public. Every part of T.P. must consider benefits of all kinds of group and stratum to adapt times development. From point of the administrative jurisprudence, this paper attempt to adjust processes and achievements of T.P., focus on public benefits (P.B.) and important effects of public in T.P., ensure the process of T.P. rationality and legality, and ensure the rights and benefits that the public should obtain, from macro point of view.This paper has five aspects. The first aspect is a summary of T.P. It mainly describe the history of Chinese and foreign development of T.P. and analyze the legislation situation and character of T.P. The second aspect mainly introduces the P.P. of tourism developing, analyzes the theory foundation and necessity to P.P. of tourism developing. The third part introduces the current status of public participation (P.P.) in T.P., and point out the question and analyzes their reasons. The fourth part considers that the ideas of exploring of the system of P.P. in the process of T.P. Through learning the experiments of developed country, focusing on the actual situation of development of T.P. and losses and faultiness of Chinese legislation, the paper gives the suggestion of establishing the system of P.P and legislation of T.P. The fifth part discusses the form of system of P.P. It is the innovation and the key point of this paper. The paper considers some suggestions, through the study of the administration program of developed country, the discussion of P.P. experiments of Chinese urban and rural planning, and the establishment of the actual situation of tourism P.P.
