Public participation is a new research field, democracy management idea. Itinvolves planning, tourism, geography, management, economics,organizationalbehaviorism, political science,social psychology and so on.From different angle ofperspectives,Public participation is a new planning idea,a new managementmeans,and a way to realize planning aim.Taking a broad view of the theories and practices of tourism planning in China,these researches on public participation in tourism planning is still at the startingstage. Traditional top-down planning has still been applied to the majority oftourism planning and management. As far as the theory researches are concerned,scholars and experts are more concerned about object studies than subject studieson tourism planning in our country. In practice researches, they pay more attentionto the formulation of the text than public participation and planning management.That theories and methods on public participation are systematically researched israre. At the same time, these theories and methods are rarely applied to practice too.So this article probes into theories and methods and applies them to cases in orderto strengthen and promote further research on public participation of tourismplanning.This article is consisted of 6 charters.In Charter 1,General Introduction, this charter firstly clears up the concept,and evolution of participation and then brings foward the problems existing inparticipation research and the study field of this article.In Charter 2, Study on Theory and Method of Public Participation in TourismPlanning .The charter sets forth the connotation of public participation and thenanalyzes the contents and process of participation in tourism planning and thetools and the methods using in participation.In Charter 3, Public's Perception Difference Of Urban Tourism Developmentand Influencing Factors. This section aswers this question who participates intourism planning. This charter focuses on the identification and explanation of theperception of a sample of urban public toward tourism development on Zhongshancity and their grouping with respect to the perception. Urban public of Zhongshanare quite strong in their support for tourism. However, the public are nothomogenous in their perceptions of tourism development. A segmentationprocedure based on attitude statements produced four clusters: the Advocates,contradicted proponent, the unconcern proponent, the neutral. According tofindings at home and abroad, factors influencing perceptions of public areanalysed.In Charter 4, Public Participation in Decision -making Behavior on Tourismwith Structural Equation Modeling. This section aswers this question why andwhat public participate in tourism planning. This study attempts to examine thestructural effects of conditions about tourism development,attachment of localcommunity,tourism-impact,participatory tourism ability's factors on participatorytourism attitude and on local residents' decision-making for tourism development.To achieve the above goal, six research hypotheses are proposed. Four hundredquestionnaires by interview survey are randomly selected at Sidingshan destinationin Heifei city. A confirmatory factor analysis and structural equation modelingprocedure were performed respectively, by utilizing the LISREL procedure. Theconceptual model of public's participatory tourism behavior was analyzed withstructural equation modeling procedures. In the resulting structural equation model,six hypotheses are supported.In Charter 5,Compare City with Village Destination and Choose ParticipationModel. This section aswers this question when public participate in tourismplanning. Taking Zhongshan city and Sidingshan destination as cases,The authorcompares difference of public characteristics between the two cases and choosesparticipation models respectively.In Chapter 6, the Conclusion, the author summarizes and explores the mainachievements of the thesis as well as work to be done for further improvement.
