Urban-rural planning aims to safeguard the realization of public interests, so as to ensure the overall and coordinate development of districts. A public participation system should be introduced to supervise the planning actions of administrative departments and to consolidate the public democracy in order to realize the scientific and democratic urban-rural planning. The interactive and long-term public participation system should be set up in the program of urban-rural planning to ensure the legality of public participation and planning.Five parts are included in this thesis. The first part briefly introduces the concept and the legal nature of urban-rural planning and analyses the current situation and deficiency of the legal system. The second part analyses the current situation and existing problems of China's public urban-rural planning participation, pointing out the necessity and significance of setting up public participation system. The third part introduces the system and experience of public participation in the urban-rural planning abroad and Taiwan in China, trying to learn from their valuable and successful legal system. The fourth part provides the theoretical model for our country's public participation system, pointing out the range, the organization form, the program and the method of public urban-rural planning participation in our country's legal system. The last part, also the most important part, discusses the core of public participation, that is setting up hearing system and other rules related. The special situation should differ from the usual situations of hearing system in the urban-rural planning. The legal system should define the part and participants, set up hearing representatives' election system, regulate the election and responsibility of hearing president, clear the main idea and binding force of the hearing system. It also discusses the legal aiding system of urban-rural planning on the infringement of public interests.
