The Cooperative Governance Of Group Incidents In The Internet Under The Views Of Social Capital

At present, our country is being in the comprehensively reforming time, development faces with the stern risk test. At the same time, along with networking starting and rapid development, our country has entered the brand-new informational society, The virtual community which forms based on the Internet has provided a new public space for the citizens. At the same time of reshaping behavior of social groups, it also has added new uncontrollable factors to social development, more and more intensified group incidents on line have caused great concern in the community. Throughout recent years, some of the group incidents happening in the net are the typical case highlighting democratic value, some of those incidents are violent events which give adverse effect to the realistic society ,even disrupt the normal social order seriously.The research of group incidents on line is also in the primary stage, and has not yet forms the independent research system. And there are still a lot of places which worths discussing such as concept definition, functional localization and so on. In my opinion, as a new public place, based on special function structure, the network society intrinsically contains actual or the latent social resource, namely social capital. So the author tried to introduce the social capital theory, and use the literature methodology, case analytic method to deconstruct or reconstruct social capital which exited in the net, and construct a multiplex and systematic government system, so as to guide the internet users to integrate the resources effectively,play the positive role of network participation fully, avoid the occurrence of violent events and build a harmonious society in the real world and virtual world.This total is divided into six parts. The first part Is the introduction which introduces the research background, the research methods, theoretical significance and practical significance of the paper and the result of the government affairs' correlation and theories research results from domestic and foreign theorists. In the second part, the author proposed the concept definition about social capital in the net and group incidents in the net based on the related theories, and profits from Putnam's viewpoint, divides social capital in the net into four types, which are the network trust, the network authority, the participation network as well as the standard four types the network social capital. And then the author generates the dual characteristic about group incidents in the net by dialectical thought, such as reality and virtual , burst characteristics and potentiality, individual rationality and collective unconsciousness, spontaneity and organization sense, equivalent and not equivalent, localization and macrozonality. In the forth part, the author select"Hu Bing drag racing case in Hangzhou"to discuss the course of the forming of group incidents. Then analyzes the positive or negative effects in different stock of social capital to the group events in the fifth part. In the last part, the author puts forward to build trust ,establish a network of authority, integrate participation network of online and offline networks and strengthen the norms involved in the supply of countermeasures in order to maximize the positive network value of group incidents, prevent of violent group incidents and guide them to develop healthily.
