Study On The Mechanism Of Public Opinion Guidance Of Emergency Incidents In Gansu

During the China's Transformation,it's economy is still developing at a high speed.While various contradictions are also highlighted.Especially the change of media environment,the socialized application of new media technology,and the awakening of public political consciousness,make our country's " public opinion field" increasingly present a diversified state.This makes the work of public opinion guidance more complex.Gansu province is located in the northwest of the motherland,multi-ethnic communities in the province.At the same time,many people think that Gansu itself is synonymous with economically underdeveloped provinces.Because of the special geological structure and the fragile natural ecological environment,Gansu is still a province with frequent natural disasters.Therefore,the guidance of public opinion in natural disasters poses new challenges to government.This research starts from the current situation of public opinion guidance mechanism in Gansu,studies the current public opinion guidance mechanism's structure arrangement,function positioning,system guarantee and function process,and analyzes the four major natural disasters in Gansu from 2008 to 2017.It is found that it is relatively perfect in the institution setting,but in the process of the event,the coordination between different departments is not good,the operation of emergency plan is not clear,and the propaganda and education of daily natural disaster prevention and treatment is lack.In the guidance of public opinion,the information dissemination of natural disasters is insufficient,the mechanism of accountability is not perfect,and the consciousness of guiding public opinion guidance is still indifferent.Based on this,the study puts forward several corresponding suggestions.First,improve the linkage mechanism between different departments,and improve the relevant laws and regulations as security;secondly,improve the press spokesman system and strengthen the consciousness of the party members and cadres.Finally,we should strengthen self rescue education for natural disasters.
