Research On The Guidance Of Public Opinion For Malicious Group Events In Special Period

The social economy of our country is developing rapidly,the ability to deal with complaints and public crises has gradually become an important index for scientific assessment and evaluation of government administrative efficiency.At the same time,due to the limitations of various subjective and objective conditions,some citizens gradually find that only if the matters involved are big enough and influential enough,can their interests be put on the government agenda and become an urgent problem to be solved by the government.Therefore,in the work of dealing with the public opinion of the malicious group events,the effective exploration and analysis of scientific,reasonable handling,management mode and mechanism has certain theoretical significance for enriching the field of public opinion guidance about malicious group events.In June 2018,they decided to "look back" on the first round of rectification and reform of the Central Environmental Protection Inspector,during which duty telephones and postal mailboxes were set up to receive complaints from the masses.In a short period of time,the inspector work aroused many repeated complaints from the public and even solicited malicious complaints from other citizens about a certain environmental problem.This paper uses the methods of literature,case analysis and interview,bases on 4R crisis management theory,analyses the public opinion guidance practice of Guangzhou Environmental Protection Department by reducing the course of events.After research,Guangzhou's guidance of public opinion for malicious group events in special period has the following problems: Reduction stage,weak awareness of public opinion crisis,lack of public opinion risk assessment,lack of public opinion crisis guidance talents;Readiness stage,lack of public opinion crisis early warning system and emergency plan about public opinion management;Response stage,lack of effective communication,low efficiency of information transmission and insufficient ability of public opinion research and judgment;Recovery stage,lack of experience summary,lack of initiative recovery mechanism about government credibility and social confidence.In view of the problems,this paper puts forward that government should pay attention to the construction and operation maintenance of new media platform for government affairs at the reduction stage;Should strengthen the interaction between the government,enterprises,people and media,deal with problems and make information public in a timely manner at the readiness stage.But the most fundamental and important thing is to improve the public opinion research and judgment management system of government departments,establish and improve the laws and regulations system of public opinion guidance,and strengthen administrative intervention.
