In recent years,the income of state-owned enterprise excutives have grew faster than people's imagination.The gap between state-owned enterprise excutives and ordinary workers has aroused people's huge discontents.State-owned enterprise benefited from the status of monoply and the the preferential policy of government.Therefore,the high-income of state-owned enterprise excutive is not totally belong to management ability,and the contact between high-income and performance is unknown.It is one of the reason that social public are dissatisfied with state-owned enterprise excutives.Generally speaking,state-owned enterprise excutives' contribution are not proportional to their high salaries.This artical states the institution of excutive compensation of other countries throngh the comparison research method,and expounds their inspiration to China.Our country's existing laws and regulations are chaotic and abstract.So it is not easy to operate in practice.The writer appeals accelerate marketization reform of state-owned enterprises and perfect the system of excutive compensation through market and legal regulation.That can be through regulate salary structure and perfect the information disclosure system of state-owned enterprise measures to make the excutive compensation legal and reasonable.This has great significance for safeguard fair and legitimate distribution order,narrow the gap between rich and poor,and maintain the stability.This artical is divided into five parts except preface and epligue department. Introduction states the background and present situation of state-owned enterprise excutives' income by examples,and analysis the significance of limiting excutives' income which lead to the next part.The situation of state-owned enterprises' high income is empirical analyzed by the first part.This section firstly introduces the state-owned enterprises and state-owned enterprises excutives through data and examples,and analysis the reason of high-income of state-owned enterprises.In the second part,we analysis the necessity of restricting state-owned enterprises' income by legal regulation.This section analysis the necessity from the safeguarding social justice,insure proper distribution order and narrow the gap between rich and poor,maintain the stability. The third part is the treatise of regulating state-owned enterprises excutive compensation by comparative investigation.This part review the related laws of America,France,Italy,England,and then summarizes the experience,finally expatiates the enlightenment for our country.The fourth part is the legislation situation of state-owned enterprises excutive compensation.This part states the relevant regulations,such as"Company Law","the Enterprise State Asset Law" firstly,and then discusses the problems of exiting regulations in practice.The fifth part raises the measures to perfect the regulations of state-owned enterprises excutives from the legislation.This part explains the overall mentality in legislation including complete forms and basic concept firstly,and then discusses measures to perfect the regulation of state-owned enterprises excutives from four aspects.Epligue part summarizes full-text view,reiterated the important significance of regulating excutive compensation of state-owned enterprise and the future development regulation was prospected.
