With the further development of market economics and continuous improvement of modern enterprise system, annual salary increasing becomes the income form that can motivate and constrain the managers of the state-owned enterprises. However, on the basis of the commission and agency theory, the agency problems become more and more serious due to the different goals between owner and manager, and the information dissymmetry. So as the basic and important part of the motive and constrain system, annual salary inevitably become the hot topic of government, academic circles and society.The framework of this paper is following:Chapter 1: Analyzing the meaning of performance management and the theoretical basis of TMPE-the theories of agency, motivation and the strategic management.Chapter 2: Deep discussion about the performance problems of annual salary.Chapter 3: Providing some plans for comprehensive management of annual salary performance problems from the point of technology support , institution and mechanism perfection.The following are the characters of this paper:1 .The innovation of the study angel. This paper is from the point of "performance management", not the pure "performance appraisal", to diagnose and discuss the performance problems of the annual salary of the managers.2. Providing the methods of solving the problems about the annual salary performance management in 3 ways: technology support, institution and mechanism perfection, which include " organization appraisal system module " , "360 monitor and constrain system module" , "communication-centered performance management process module".
