Study On Construction Of E-government Performance Evaluation System

Since our country clearly stated the strategy that"e-Government drives national economic and social development", China's e-Government has been rapidly developing, and continued to highlight the leading position in e-Government construction. E-Government has become the important content and main driving force for the administration of the Government to deepen reform in aspect to administration management system. It is also an effective tool to promote government reform, government process optimization, to reduce administrative costs, and improve government services. While the establishment of scientific and reasonable performance evaluation system and evaluation index system is a necessary condition to promote better and faster development of e-Government. Our country has made great progress in the construction of e-Government performance evaluation system, but not yet standardized, and therefore difficult in practical applications. Jiangsu Province, with its rapid development of e-Government comparing with other areas, has an urgent need for forward-looking exploration upon e-Government performance evaluation system.In this background, this thesis aims to form e-Government performance evaluation system that will lead healthy and rapid development of Jiangsu Province and the country as a whole. By referring to a large number of documents, this thesis first describes the e-Government performance evaluation system and the conceptual framework. Introducing the content and features of e-Government and e-Government performance assessment, comes to the significance for building e-Government Performance Evaluation System in China, and by doing all these work thus provide theoretical guidance. Then this thesis studies international and domestic e-Government performance evaluation methods, especially lays focus on international organizations, international research institutions, foreign government agencies and national e-Government performance evaluation methods. On this basis, e-Government performance evaluation index system is designed, and is given weight by use of AHP(analytic hierarchy process) method. After analysis of the elements of the system, further elaboration of subsystems of the e-Government performance evaluation management system and clear definition of evaluation process, the e-Government performance evaluation system is built. Finally, this thesis takes Jiangsu for example, implementing the evaluation for Jiangsu's e-Government, analyzing the result and proposing suggestions for the development of Jiangsu.
