As soon as the intellectual property vetting system has been put forward, lots provinces and cities subsequently made some beneficial attempt on building a local intellectual property vetting system.The original of a rule system's birth, bases on an urgent need to adjust some social relationships from inner factories and outer environment. while the rule system's building task usually needs a deep thought on the inner factories and outer environment which existing in some relationships. This essay, by comparing with various local intellectual property vetting systems, tries to design a more scientific one, with the help of former system's development trace, correcting the former ones'weak points. Meanwhile, this essay also want to put forward some concrete suggestions, looking forward to seek a solution to the main problems exist in the process of intellectual property vetting system's construction.To begin with, this essay, from the theory and reality, locates the intellectual property vetting system in momentous economic activities and analyze its necessity. The leading role in intellectual property vetting system should be played by the government, which is due mainly to the complexity and versatility of vetting task. Actually, under the trend that the government changes its role to a servant rather than a ruler, it is necessary for a government to take charge of intellectual property vetting system. Secondly, through examining the present intellectual property vetting system, comparing various local vetting rules, this essay will conclude those rules'peculiarities and limitation. In fact, local vetting systems have shown their advantages and disadvantages. In general, their regulations are limited to some appeals, rather than concrete method to implement, which leads to a result that these rules can't realize an essential role in vetting task, and which should follow a united, scientific direction.Finally, the essay will put forward concrete suggestions to consummate the mentioned rules. These suggestions will begin with an aim to lower the risk in intellectual property, then make a careful analysis and design for the subjects,contents,procedure and responsibility. The key part is the vetting procedure and handling methods. Actually, a totally new vetting procedure will be put forward, thus the vetting system's operability and actuality will be improved.
