No Direct Conflict Of Interest "mass Incidents And Countermeasures

Along with the process of the social transformation and economic transition, the increasing number of popular resistance triggered by the intensifying contradictions among the people has become a prominent issue influencing social harmony and stability. Among which there is a considerable part of the group events showing a special phenomenon, namely participants have no direct related interests with the event itself, or have no interests appeal, but seizing on an incident to exaggerate matters and taking occasion to express dissatisfaction because of varied reasons, which can be called "the conflict without direct interests". The conflict without direct interests is the epitome which reflects grass-roots political ecology and social psychology at present. The recurrent events illustrate many institutional problems in our country at the present stage, such as the increasing polarization of rich and poor, serious social injustice, unfavorable channels for interests appeal, imperfect democratic system and so on. They fully expose the problems at the local level, such as the foundation of Party's ruling position, relations between the cadres and the masses, administrative practice, work-style of cadre and so on, which can be even seen as the government crisis during economic and social transition. How to understand and deal with this crisis, and fundamentally prevent and reduce the occurrence of such incidents is the hotspot issue which cannot be avoid and should be resolved by great efforts. Strengthening the investigation of "the conflict without direct interests" and actively preventing the occurrence of the popular resistance have important theoretical value and practical significance to either the smooth reform and development, or the construction of harmonious society.The article contacts the realistic case, illuminating the evolution process of "the conflict without direct interests" from small contradiction to social events and defining its related notion, performance and basic characteristic. It emphasizes the analysis of the cause and social effects (functional advantages and disadvantages) of these incidents, therefore on this basis probing into the "Challenge-response" model to these events. This article mainly analyzes and demonstrates three points:First, the cause of "the conflict without direct interests" can be summarized vividly in three factors:the conflict with direct interests, the mood of hating officials, the police and the rich, and public opinion. Second, "the conflict without direct interests" has not only a negative effect, but also an affirmative effect on promoting the reconstruction of government image. Third, to respond and resolve "the conflict without direct interests" should build the "Challenge-response" model consisting of early warning and information system, resolving contradiction, psychological counseling, replying public sentiment and emergency response system, sticking to the concept of People-oriented and participation of stakeholders.
