Today, accompanying with the acceleration of the urbanization process, there is a hot spot problem that the high price of house and the embarrassment of living have persecuted citizens. The problem faces to great majority number of countries authority-organs and governments, which include ours. Since the welfare housing-distribution institution of our country has been cancelled in 1998, we have developed a suit of institution relating to the house's circulation and indemnification. But in the recent 5 years, according to the news report and so on, we have to regretfully recognize that the problem of embarrassment of living has been acuter and acuter. The reason, which causes the problem to be exploded, is synthesized. Just considering it from constitution's view, in my opinion, the fundamental origin making the problem acute is lack of the right to adequate housing in our constitutional law. In another word, the sticking point to solve the problem is developing and consummating our constitutional law, defining and regularizing the citizen's right to adequate housing, and then creating a suit of feasible indemnity institution, deepening and strengthening the supervision vigor.While talking about our neighbor country Russian, which has many resemblances with us in the areas of history, politics and the national consciousness, we can find that the Russian Federation had faced to the problem in the area of the embarrassment of living, which was the same as ours, during 1991 to 1998. And because of the political system factor, the contradiction in Russia was sharper than ours. But under the lead and norm by "Russian federation constitutional law", the Russian federation government and other related authorities ameliorated indemnify measure, reformed the citizens'confidence in government, made the living-resources market be got rid of crisis and return to the benign course. It can be seen as an outstanding achievement, which makes me be interested in it. It is the direct and basic reason to cause me to create this essay.This essay was based on the introduction and commentary on the right to adequate housing in Russia, and the author additionally introduce the others countries'main achievements on this object.
