Study Of Letters And Visits Work Informatization Strategy

Letters and visits work is a rights relief regime with Chinese characteristics. In the case of unsound Chinese judicial system, letters and visits work plays an important role in closing Party and masses, safeguarding the legitimate interests of public, promoting administration according to law, building a harmonious society. Currently, letters and visits work is in good situation and shows "four down, one up", but there are still large amount of letters and visits. To improve our work, letters and calls bureaus at all levels strive for institutional innovation. Old working mode can not adapt to present situation, we need an effective informatization operating mode to meet the requirement of the development.Paper is divided into five chapters. The first chapter introduces the research background, research purposes and research ideas. The second chapter introduces the concept of letters and visits work, e-government, letters and visits work informatization, some related basic theory and development of the implementation, describes these concepts with construction of letters and visits work. The third chapter analyzes the specific performance of e-government model in letters and visits work informatization, proposes overall construction strategy of letters and visits working system according to three e-government models and General systems theory. The forth chapter researchs on the status of construction of letters and visits work based on overall construction strategy, concretes implementation strategy with the experience of e-government development. The fifth chapter describes the main conclusions of this paper.
