With the rapid development of information technology and the deepening of Government reforming, the construction of e-government becomes a key means of a new service-oriented government.construction and development of a country's E-Government,is closely linked with its social, political, economic and other environmental factors, especially with the public management environment, and therefore, The development of E-government has a complex of factors including a system which needs to invest a lot of financial and material resources, which has determined that the development of e-government will present a variety of complexity.This paper, on the basis of public management theory, with the use of complexity theory and systems science theory,studies in-depth analysis of the complexity of e-government development in Yunnan Province which has the construction and national identity with special geographical location. Firstiy, the chapter introduces the concepts of system, analyzes the general characteristics and complexities as a public administration system under the e-government system, in order to demonstrate e-government system is a complex system. According to the development of e-government situation in Yunnan Province,then studies the development of e-government investment mechanism, development mechanism, organizational structure, system networks, processes, e-government performance evaluation complexity in Yunnan Province, on the use of systematic analysis and complexity theory. Taking what the before chapter states as the clue, and puts forward the measures and recommendations for the process of optimizing the development and the complexity of e-government in Yunnan Province.Finally this paper concludes that e-government system is a complex system, which consists of a variety of factors interacting with each other, has many characters containing open, non-cyclical, nonlinear, initial sensitivity, the accumulation and dynamic development. Yunnan Province in the construction and development of e-government, As not only the existence of the national investment, development mechanism, organizational structure, network system, the government process, e-government assessment and other aspects of complexity, Also, located in the western border areas because of its economic development imbalances resulting in the construction of e-government there is a big digital divide, to make the investment, development patterns are lagging behind; And national identity led to e-government organization with multi-level features, Therefore, the construction of e-government, we must consider these complex factors.In addition to follow the national law of the overall e-government, drawing on e-government construction in developed regions experience, Also fully aware of e-government development in Yunnan Province in the geographical features and ethnic factors, the various mechanisms through the reform and optimization,Especially in capital investment, development and construction, organization, network construction and other aspects of national territory and to fully consider the interests of backward areas, to develop multi-level e-government plan to improve e-govemment construction in Yunnan Province as a whole.
