Study On The Government Response Mechanism In The Public Decision-making Of China

The paper, based on the research of civil participation and public decision-making, uses the government response theory to discuss and analyze China's government response mechanism in public decision-making process. Through the in-depth analysis of theories related to government response and research on developing history and reality, the author find out and analyze factors impeding the development of government response mechanism, and then come up with countermeasures and suggestions of perfecting government response mechanism.The paper is composed of five parts.The first part introduces research background, significance, research status at home and abroad, research approach and innovation.The second part defines and analyzes the concepts and theories related to the research subject. Firstly, the author defines the concepts of government response, public decision-making, government response mechanism in public decision-making and so on. Secondly, the author elaborates on the theoretic development of government response and analyzes its characteristics, manifestation and theoretical foundation.The third part expounds and analyzes the developing history and reality of China's government response mechanism. Firstly, the author divides the development of government response in public decision-making into three stages. Secondly, the author elaborates on the current situation and manifestation in the development of government response.The fourth part analyzes the factors impeding the development of government response mechanism in terms of governmental thinking orientation, political system, culture and society.The fifth part firstly expounds the significance, principle and value orientation of constructing government response mechanism in public decision-making. Afterwards it comes up with countermeasures and suggestions of perfecting government response mechanism. They are building a platform which can promote civil participation in decision-making, strengthening the construction of auxiliary system of government response, building support system of government response.
