A Research On The Interaction Between Our Government And Non-Profit Organizations

The interaction between the Government and non-profit organizations is a cutting-edge research topic in today's society. Since China is still at the social transition, the institutional defects and outdated concept cause the difficulty of benign interaction between the government and NPOs. "Small government, big society "--- the goal of social reform make the non-profit organizations need to take the responsible of transferring functions of the government department; on the other side, the development of non-profit organizations will also speed up the reform of government functions; through the interaction between the two, public service performance will be increased, political democracy participation will be enhanced, and civil society is also able to accelerate the process.Based on the reality of our country, this paper analyzed the various factors that impact the interaction between our government and non-profit organizations, and put forward many countermeasures to promote positive interaction between the two proposals. Many principles are used, such as public management, administration and other related principles. Many analyses such as document analysis, comparative analysis and system analysis are also used to study the relationship between government and non-profit organizations. The study is a good entry point to adjust the relationship between government and society. It has a theoretical value and Practical significance for speeding up transformation of government functions, promoting the development of non-profit organizations. By benign interaction between the two, it can improve the management of public affairs. It can also meet the needs of the public interest.The border demarcation of Government and non-profit organizations in the governance of public affairs is the logical basis to analyze the problem of interaction between the two. By describing the content and features of non-profit organizations and government, the author proposes the demarcation standards of the two in governance, public goods nature and social structures. After reviewed the interaction history between government and nonprofit organizations in the development process, the author pointed out the reality plight of interactive relationship between our government and non-profit organizations, and then mainly analyzes the main factors that impact of the current interaction between the Government and non-profit organizations. Analyses are divided into two aspects: government and non-profit organizations. First, the government has yet to create an interactive environment with non-profit organizations; the factors are following:the government is lack of understanding of non-profit organizations; the inefficiency of the government transforming its functions; the government having management limitation toward nonprofit organization; and the legal system involving non-profit organization is imperfect. Second, non-profit organization's own lack of capacity reasons, such as lack of funds for the non-profit organization, shortage of talent, unreasonable governance within the organization, inefficient and poor quality of service, and lack of social credibility.At last, the author focused on the measures for positive interaction between government and NPOs. It pointed out that the government should play a leading role and build a platform for interaction, besides, the non-profit organization should enhance its own power to improve the ability to cooperate with the government. Specifically, the government should change the concept of non-profit organizations, to establish a sound framework for the legal system, to reform the management mechanism of non-profit organizations,-to increase efforts to support non-profit organizations and to enhance supervision of non-profit organizations; Non-profit organizations should improve their own fund-raising capacity and establish multiple channels for raising fund, improve personnel quality, and improve the internal governance mechanism. Non-profit organizations should take the initiative to adjust the relationship with the government and improve its social credibility. Finally, the thesis discussed three interaction modes which can realize the benign interaction between government and non-profit organization, namely, the licensing model, contract model and conversion mode.
