The Study Of Interactive Mechanism Between Non-Profit Organizations And Government In The Case Of Public Emergency

As China's economic and social further transformation, the government and the community have recognized that the participants of public administration also includes the non-profit organizations. Especially in the case of public emergency, non-profit organizations demonstrated by the quick response, flexibility and professional characteristics, which make it to become a right-hand man in assisting the government to solve the case of public emergency. Now non-profit organizations play an indispensable role in the case of public emergency, but the government and non-profit organizations haven't build a good interactive mechanism, and theoretical support is still not perfect.In recent years, the case of public emergency happened repeatedly in our country, which brought enormous economic and spiritual loss to the state and our people. Only since the 21st century, our country has arised many serious cases of public emergency as follows as SARS, snowstorms, earthquakes and toxic milk powder, which including natural and social events. In this kind of large-scale cases, non-profit organizations had been provided opportunities and platforms to participate in the management, but it also revealed the interaction problems between the government and the non-profit organizations. For example, the regulations and legal system for non-profit organizations is inadequate, the information channel of communication between the two sides was blocking, the distribution of resources in case management was irrational and so on. The case of public emergency is sudden, uncertainty and complexity. Add to government and non-profit organizations with their own flaws and shortcomings, it's in need of establishing healthy interaction mechanism between the government and the non-profit organizations in the case of public emergency.This article learns from the domestic and foreign theory research results, and analyzes experience and lessons of domestic and foreign large-scale emergency management in recent years, and then selects appropriate countermeasures: improving government management capacity in these cases, cultivating non-profit organizations, improving the open channel of coordination mechanism, enhancing the awareness of public participation, strengthening international cooperation, setting up and perfect the mechanism of positive interaction. This paper aims to explore the scientific and reasonable interaction mechanism between the government and non-profit organizations in the cases of public emergency, to improve the efficiency in management, and to maximize mainten the national and social interests.
