Embedded Cooperation:a Study On Interaction Strategies Of Government And Non-profit Organization

With the development of social market economy,our country has been actively advancing reform in social governance,accelerating government functions transformation,and gradually delegating powers to society,which provide extensive developmental opportunities for the development of social organizations.Since 70s in the last century,non-profit organizations have been developing so rapidly that it fill gaps in supplying public products by government and market.So NPOs(Non-Profit Organizations)has been a important part of social governance field.The rise of NPOs is the result of the transformation of government functions.The relationship between government and NPOs determines the realistic situation and future development.In traditional research angel of view,they treated the relationship between them as opposed and conflicting,and control and supervision of NPOs by government was overmuch emphasized.Also,in the traditional angel of view,dynamic and microcosmic analysis tools has been lacked as for the constantly changing "Nation-Society" relationship.This paper construct a ideal form of relationship between government and NPOs in the dimension of autonomy and collaboration.Therefore,"embedded cooperation" is the optimal condition of strong autonomy and high collaboration.At this stage,both government and NPOs are subjects who have equal status.Government transform functions to achieve its goals by implanting NPOs in the level of polity,institution and projects.NPOs seek development by the way of recognition embeddedness,function embeddedness and structure embeddedness.So government and NPOs are constantly having virtuous resources and efficiency exchange,and they are seeking mutual development.Therefore,embedded cooperation is not only governmental operation strategies,but also the response strategies of NPOs.By practical research into interactive relationship between AX home care service center for the aged in C city and government,this paper concludes and rethinks the realistic experience,founded that there may exist an relation that it has a embedded cooperation between government and NPOs.It could also be beneficial to create research for deepening and improving social governance model,and it could provide reference for later theoretical analysis.
