High-performance Party And Government Organs Construction Issue Research

Since the 17th CPC National Congress,the new central government has set forth a series of major strategic thinking, such as the scientific development view, building socialist harmonious society, strengthening the Party's governance capability and vanguard nature. It is new issues the party and government organs at all levels face to apply major strategic thinking and create high-performance organs with Chinese characteristics.Nowadays, in order to improve the management of the public performance, the western developed countries launched a normalization to change the government of the "new public management movement", developed a system of the new public management theory. Since the 1990s, China has actively introduced the management theory and practice of developed countries, the government's performance management have been gradually extended in our public domain, also had a theoretical results. But it should be noted that in the current study of public administration, there are two outstanding issues:first, in the research objects, too limited in government organ's performance management, overlooked the Party organ's performance management research; second, in the research content, performance development is actually a systemic project, including cultural and events before the performance management, the performance assessment and supervision.Fully absorbed in the research of public management and performance management in home and abroad, based on summary of Qingdao's practice, this paper presents the features, construction principles and operational mechanisms of high-performance organ. On how to create high-performance organ, this paper puts forward the theoretical exploration and concrete measures from three shapes of creating performance-oriented organ culture, strengthing performance-oriented organ management and improve-oriented organ assessment.
