With the continuous deepening of China’s political reform, the performance management ideas of economic is also gradually introduced to people in the management of civil servants, and the performance appraisal has become one of the key links in the performance management. Good performance appraisal has great significance for improving the efficiency of civil servants, enhancing the vitality of the civil service organizations and improving the satisfaction of the people. Based on this background, this paper does some analysis and research on the relevant problems in the civil servants performance appraisal system of party and government organs in Changge by using relevant theories on the management science and science of administration on the basic of domestic and international research results of the performance appraisal management of civil servants.The research of this paper shows that the combination principle of individual performance and organizational performance, the hierarchical responsible principle and the equal attention principle of individual and team have been established in the performance appraisal of civil servants in Changge; In Changge, the performance appraisal of civil servants, at all levels mainly consists of the moral character of civil servants, personal ability, individual efforts on work, achieved performance and learning ability, with the assessment of the completion of the task of the civil servants at a core; Changge has formed a performance test group led by municipal units, and determined and established the system of regular assessment. However, there are also problems in the performance appraisal of civil servants, for example, the nuclear index is not scientific, simplistic assessment methods, the subject of assessment is not standardized and the incentive is not fully functional. We can know that there are main cause of these problems such as insufficient understanding of performance appraisal, difficult operation of index, lack of legal norms in assessment, reward and punishment mechanism is not perfect, lack of the necessary communication and feedback mechanism by analyzing the problems. In order to improve the performance appraisal system of civil servants in Changge, performance appraisal can be reformed. In the following aspects:cultivating the modern concept of performance management, designing the index system of performance appraisal in scientific way, advanced performance appraisal method, to strengthen the organization and implementation of assessment, focusing on the feedback and use of the assessment results, improving the supporting measures of performance. Finally, this paper summarizes the current research and analyses the prospect of the future research of this problem.
