The Study On Improvement Of China's Athletes Legal System Of Social Security

With the promotion and development of universal social security reform, the social security for athletes also puts forward new demands. With the development of international competitive sports, competitive sports in China also synchronized into the process of professionalization. With the increasingly intense competition, the characteristics of high input, high-risk, long period and uncertainty of competitive sports have become increasingly prominent, which also gives a new concept and content to the social security of competitive sports.The Social security of athletes in China is becoming falling behind, those retired athletes who have made significant contributions to the country can't get the appropriate and effective social security, their pay is not proportional to their got, which makes social security unfair and unjust, and also not so conformed to the current proposed people-oriented, harmonious social goals. It is also useless to the stability of athletes team and absorption and training of excellent sports talents. To a certain extent , this fact also have restricted the sport's health, rapid, sustainable development and gone against with our strategy of practicing the scientific development concept.This study adopted the literature data collection, collation and analysis to summarize the legal system evolution of athletes'social security, appointing out the problems existing in the social security system of our athletes and the necessity and feasibility of security legislation of athletes. Through the advanced experience borrowed from United States and Japan, this paper explored the content of"Athlete Social Security Act" and analyzed its value."Athletes Social Security Act" determines the education funding scheme for athletes, improvement of the employment training system, implementation of employment protection measures and resettlement assistance to the government from the legal aspect to ensure the vast majority of athletes to be regarded as beneficiaries and regulate the minimum required protection combining the actual situation.Construction of "Athletes Social Security Act" can improve the legal system of social security system and promote the development of sports and economic, promote the social stability, stable the team of athletes as well as the training of sports reserve talents.
