With the development of Market Economy ,the concept profit-maximizing bring the Civil service work effective, but also make breeding ground for money worship, hedonism thinking, moral anomie of Civil have occurred, the overall moral level of civil servants have down, seriously affecting the hearts of people of our party's glorious image, the government credibility has been greatly challenged ,directly restrict our clean, efficient and service-oriented government building. become a social problem of the masses one of the most intense in recent years. Civil service ethics ethical misconduct is a direct manifestation of psychological imbalance. Civil servants from the root to prevent ethical misconduct, the civil service to enhance the overall moral level, and enhance credibility of the government to build clean, efficient, service-oriented government, we must adjust the mechanism from the external and internal regulatory mechanisms of two aspects, civil and moral psychology digestion imbalance.
