Currently, the human rights problem arouses close attention of the whole international community, at the same time, it is also a basic unavoidable problem in the process of social development of our country. In recent years, with the more and more significant affect caused by human rights problem, the scale value of human rights, namely measuring, judging, guiding the social development by human rights, has been taken more and more seriously by academic community. The study of human rights scale, meets the objective needs to resolve the human rights problem in the international relations and international struggles is the inherent requirements to promote the development of current human rights, and has an important significance to push the harmonious development of society and human rights.What is the scale of human rights? Why can human rights become the scale of social development? What effect can the scale of human rights cause to our current human rights development? These questions are the principle propositions to study human rights scale. Human rights are the product of history and they are the rights that human beings in their nature deserve to enjoy and should enjoy. They have humanity, rule of law and community spirit. In the system of evaluation scale of social development, the scales of productivity force and human development are the basic ones, while human rights is one of the most specific and important scale. As the scale of social development, human rights have rich contents. From the perspective of standard model, the scale of human rights includes three parts, namely making human rights realize the most comprehensive, complete and harmonious development. Generally speaking, the contents of human rights scale mean respecting, ensuring and fully realizing the basic human rights such as living, freedom and equality, individual economical, social and cultural rights, and right to development. From the basic are of social development, the contents of human rights scale include the basic rules and requirements to human rights developments in economical, political and cultural areas. The reason which human rights become the scale of social development is that human rights development and social development have a close relationship. In macroscopic perspectives, the human rights development is the inner requirement and important symbol of social development.
