With the development of market economy and the advancement of democracy in our country, the requirements of citizens on economic life, political life and cultural life presents a tendency of diversification and high standards, and objectively encouraged the flourish of civil society.There are positive and negative institutional factors exist in the development of civil society, which mainly include the economically existence dilemma of folk organization, blocks on the political growth, short of management personnel and low quality of social members. The system root of these problems lies in the imperfection of our country's market economy, backward in political restructuring and the defection of culture system, plus that the designer of the civil society's system environment intend to control this society and its social organization.
