This article mainly analyses the government's supervision on Radio & TV programs with the background of tri-network integration. Through research on the supervision system on Radio & TV programs, the author proposes measures on constructing effective supervision system in order to carry forward the development of broadcasting industry.With the features of publicity, externality, and network economic characteristics, Radio & TV products possess both political and economic functions. As a result, the broadcasting industry is always under strict regulation, among which the government's supervision on Radio & TV programs plays a very important part.The key of government's supervision lies in the safety control of the content of programs. But the tri-network integration leads to the expansion of programs from the Radio & TV stations to the internet as well as mobile and telecom networks, which brought big challenges to the traditional supervision patterns. The safety control of the program content consequently becomes a difficult issue.This article takes the change in Radio & TV program production as a key point to analyze the features of Radio & TV programs supervision. Following an in-depth comparison to the tri-network integration supervision system abroad, the author put forwards a series of proposals including the adjustment of the current program supervision system, the establishment of collaborative supervision institutions and the improvement of legal and self-disciplinary systems. Reconstructing the supervision system in the tri-network integration era and implementing supervision on Radio & TV programs according to different channels, levels and categories will be an effective and practical approach to be taken by the government.
