China's entertainment shows various type,Ratings of blind booster caused entertainment blatant,present a chaotic phenomenon.Part of the programs are vulgar and crudely made.In order to strengthen the administrative regulation of entertainment programs,the SGAPPRFT formulate a series of files.Because these files are low legal status,evaluation standard are not clear,limit creator freedom of expression.Great controversy has been caused.At present,research on entertainment programs are mostly framework and indirect appeal,the study for how to build a suitable system of entertainment programs,how to make up for gaps in the relevant laws,the issue of establishing the system of research supporting is not deep enough.As for related discusses about how to achieve a balance between the interests of the principal,how to protect the legal and balanced development of the film on the development of such issues is scarce,therefore,this paper attempts to solve the above problems to make a breakthrough,which is also the core value in this study.In this paper,the first part is theoretical basis.The constitutional protect the citizens' freedom of expression and culture rights.But at the same time,it's also give them a certain limit.It gives a constitutional basis for the administrative department.But it should pay attention to master the degree.And it can't infringe the TV entertainment program creators' freedom of expression.The second part is the current situation of television entertainment administrative regulation and some problems.Through analysis the regulation basis and main content,regulation characteristics,we can see some problems appeared in the process of regulation.The main problem is the legal system is not sound,restrictions on the interests of all parties in violation of the principle of proportion,evaluation standard are not clear,regulation process is unfair.The third part is to analyze the foreign entertainment administrative rules and regulations.Both east and west countries,they have a low tolerance attitude for the vulgar programs.Therefore,some countries take various measures to curb the vulgar programs.It exists some common practices.There are mainly to formulate relevant laws,classification,define clear specific criteria.The fourth part is to perfect our television entertainment administrative regulation.On the basis of the previous part puts forward Suggestions onregulation.For example,perfect the legal system,set up a classification system,define the standards and standardize the procedures of regulation.Three parties form resultant force,combination of self-discipline and heteronomy.Only in this way can form a long-term mechanism.
