Commitment to social responsibility actively has become a global consensus, which is the bounden duty of every enterprise and the various industries. At present, most enterprises have recognized the necessity and urgency for them to undertake and perform social responsibility for their own development and social development. In 2008, our country was struck by snowstorm taken place in south and 5 ? 12 earthquake, and the country was shaken by "Sanlu Incident" and international financial crisis. All of those unusual events have caused the community took unprecedented attention to "corporate social responsibility" , and it has become a compulsory subject for every enterprise to take in order to survive and develop. Real estate is our country's pillar industry in driving economic development, hence, carrying out the concept of corporate social responsibility in the real estate industry is no doubt that there is a major role in building up the people-oriented harmonious society.This paper takes real estate corporates as a studying perspective, based on the characters and problems associated with real estate enterprises, the legal regulation on real estate enterprises' social responsibilities will be discussed. First, the starting point would be how to define the scope of real estate corporates and their social responsibilities, and the concept of real estate corporates' public responsibilities will be summarized. Then, on the basis of the analysis of the particularity of the real estate corporate social responsibility, it discusses the real estate business in the maintenance of the legitimate rights and interests of the shareholders, the protection of employees' rights, lawful and faithful taxpaying and implementation of the national macro-control policies, the provision of safe, comfortable and affordable housings and constructions, the implementation of green energy development and other aspects of social responsibility for the content. On the basis of analysis of the real estate industry' relationships with related industries, and the impact of the country and the people, this paper further analyzes the necessity and significance of the real estate need for corporate social responsibility in this part of the final. Second, in view of the current questions of commitment to social responsibility of the real estate at consumers, employees, government and environmental problems, the causes of the problems will be analyzed from five aspects, namely, the enterprises' weak consciousness about corporate social responsibility, the real estate market information asymmetry, low awareness of stakeholder rights and the high costs, the limited role of industry associations as well as evaluation and monitoring system finite lag. Third, based on introducing the legislation in our overview of corporate social responsibility, the problems related with legal regulation would be analyzed, which are as following: the imperfect legislation, the content of poor operability, contents scattered, and the overall coordination of the poor. Therefore, through legislation, industry standards, improving the relevant systems and so on, the road map for perfecting legal regulation on real enterprises' public responsibilities will be elaborated, to sum it up, this paper tends to point out how to push the real estate corporates to actively undertake public responsibilities in our country.
